Project
In West Java, Indonesia, communities in Jakarta, Bekasi, and Karawangāa region that is home to more than 30 million peopleāfaced a growing water crisis. Dependence on groundwater strained natural resources and caused land settling, threatening the long-term resilience of one of the worldās most densely populated urban corridors. A sustainable solution was needed to protect the people in these communities and the environment.
To address this challenge, PT Wika Tirta Jaya Jatiluhur (WTJJ) launched the SPAM Regional Jatiluhur I, transforming water for a better tomorrow project. Their goal was to develop a regional water supply system capable of delivering 4,750 liters of clean water every second, ensuring safe and reliable access for more than 380,000 residents while reducing pressure on groundwater reserves.
By December 2024, their vision had become reality. The project emerged as one of Southeast Asiaās most ambitious clean water initiatives and engineering achievements. Solution
Delivering an 80-kilometer clean water system that included intake structures, treatment facilities, pumping stations, and transmission mains was a big undertaking. The WTJJ team knew that traditional methods would not be enough. They needed a digital strategy that could align cost, quality, and sustainability goals while keeping a complex, multi-stakeholder project on track.
Bentleyās software portfolio provided that foundation. OpenFlows was used to model the hydraulic performance of the entire network, from treatment plant to distribution mains, ensuring that pipelines were sized correctly, pressure zones balanced, and pump stations optimized for energy savings. PLAXIS gave engineers predictive insight into soil stability along the 80-kilometer corridor, reducing excavation risks in riverside and wetland areas. SYNCHRO 4D visualized construction of critical assets, such as pumping stations, pipe networks, and treatment units, helping the team coordinate construction stages efficiently and minimize delays.
Collaboration was equally vital. With ProjectWise, engineers, contractors, and regulators shared one set of data, which shortened design cycles and helped avoid clashes between civil, mechanical, and geotechnical work. PlantSight centralized engineering and operational data, creating the foundation for a digital twin that now supports long-term operation of treatment and pumping facilities. iTwin IoT connected field sensors to live dashboards, enabling predictive monitoring of pump performance, pipe stress, and trench stability, moving the team from reactive fixes to proactive asset management.
Visualization also played a key role. Using Bentley LumenRT, technical designs of treatment facilities and pump houses were transformed into immersive experiences that accelerated government approvals and helped communities understand the benefits of the new infrastructure.
By weaving these tools into a single digital ecosystem, WTJJ delivered a clean water pipeline, as well as treatment plants, pump stations, and supporting systems that now serve hundreds of thousands of residents, becoming a model of resilience and collaboration for Indonesiaās water sector.
Outcome
The WTJJ project was completed on time and within budget, but its real success lies in the measurable improvements to both infrastructure and community outcomes. By using OpenFlows to optimize pump station design, the team achieved up to 18% energy savings in daily operations, lowering costs and reducing the systemās long-term carbon footprint. PLAXIS simulations ensured trench stability and safeguarded the integrity of the transmission mains, which helped the project avoid pipeline failures during commissioning and saved an estimated IDR 12 billion in potential rework and downtime.
Construction sequencing through SYNCHRO 4D shortened the delivery schedule by 25% and cut more than 60 working days from the timeline, ensuring that treatment plants and pumping facilities became operational sooner. Meanwhile, immersive visualizations created with Bentley LumenRT helped regulators and stakeholders move quickly and confidently, reducing the approval process for key facilities by 50%.
The combination of these efficiencies translated into a 22% return on investment. More importantly, more than 380,000 residents now enjoy reliable access to clean water, reducing reliance on groundwater and strengthening climate resilience in the greater JakartaāBekasiāKarawang corridor of more than 30 million people. Beyond serving immediate needs, the digital twin created with PlantSight and iTwin IoT continues to monitor pumps, pipelines, and treatment units, ensuring that this critical infrastructure will remain safe, efficient, and sustainable for decades to come.
